¿Qué causa este problema?

For quantitative data there is a lower limit that is greater than the
entered target value. The lower limit is on either the detail screen
for quantitative data or on the additional data screen for quantitative
data.

¿Cómo arreglar este error?

Check the lower limits on both screens and change these before changing
the target value.
