It is defined in the inspection plan by how much the number of recorded
and valid inspection values can deviate from the planned number
displayed in the 'Inspect' field.

The value you entered is not allowed for the inspection characteristic.
The characteristic (partial sample) cannot be closed if the inspection
scope is not adhered to.
