¿Qué causa este problema?

The specified step is not allowed for the process. Possible reasons are
the following:
The specified step template does not exist.
The business logic version of specified step template is not FP3 (
<AB>002</>) in Payroll Process Step Template Business Version in
Customizing activity
<DS:SIMG.PYC_PYP_STEP>Define Process Step Templates</>.
<ZH>Note</>: All step templates listed or created in Configuration
Workbench are in business logic version <AB>002</>.
The specified step template has a different country/region from the
process; or the specified step template is not for all countries (*).

¿Cómo arreglar este error?

Create the missing step templates in Configuration Workbench.
If the step template ID is already occupied but is not listed in
Configuration Workbench, this means the business logic version of the
step template does not meet the requirement (that is, the business logic
version is not <AB>002</>). Do one of the following:
Edit the step template in Customizing activity
<DS:SIMG.PYC_PYP_STEP>Define Process Step Templates</>
In Configuration Workbench, remove the step template from the process
and then create a new step template.
If the step template is included in the list of step templates in
Configuration Workbench, make sure that the step template has the same
country/region as the process, or the step template is allowed for all
countries (*).
