This process is assigned to a process template of the category
<ZH>Monitoring </>or <ZH>Productive Payroll</>. However, the process
template does not have a <ZH>Monitoring </>step and an <ZH>Initiate
Policies</> step.

Assign an Initiate Policies step (step template category = Initial
Policies) and a Monitoring step (step template category = Monitoring) to
the process template.
To check step template category of a step template, use the Customizing
activity <DS:SIMG.PYC_PYP_STEP>Define Process Step Templates</>.
To assign step templates to a process template, use the Customizing
activity <DS:SIMG.PYC_PYP_PT>Define Process Templates</>.
