An internal program error has occurred.
Method &V2& of net calculation document (NCD) buffer class &V1& has been
called to add a new NCD item to the <DS:DE.PSSCITEMGROUPID>ItemgroupID
</> &V3&. The NCD item must be assigned to at least one NCD header.
For <DS:DE.PSSCITEMGROUPID>ItemgroupID</>&V3& a header does not exist.
