In a project hierarchy, you can only set one WBS element as billing
element. This error has occurred because you are currently trying to
move another work package which is marked as billing element within the
same hierarchy.

¿Cómo arreglar este error?

If you want to move the work package in the hierarchy, uncheck the
billing element flag of the work package which is marked as billing
element.
