exist and no valuation was entered at the list item level.

If a risk matrix is defined and it contains an axis definition for the
valuation category <ZK>probability of occurrence</>, list items with an
initial actual value for the probability of occurrence in the actual
analysis are not taken into account in the risk matrix.
