The user can't be deleted because the corresponding user name is
referenced from logged messages that were created by the Kanban
replenishment process "Replenishment with Summarized JIT Calls".
Examples:
The user triggered the intermediate transmission of one or more
summarized JIT call messages to a supplier.
The user triggered the retransmission of one or more summarized JIT call
messages from the "Message Dashboard".
