JIT call</> already exists which references an IM stock which is already
accessed by other control cycles.

If you create the control cycle, the system can then no longer execute
any automatic supply-to-production for the control cycle, category
<LS>automatic supply-to-production</> as the stock is no longer uniquely
assigned to this control cycle.
