¿Qué causa este problema?

You post a goods receipt for a kanban, or you set a kanban to the
status, "full". In so doing, you give a quantity that is saved as the
actual quantity of the kanban.
At the same time, it is determined in the kanban control cylce that
replenishment is triggered for the control cycle when the actual
quantity of the kanban is reduced by the quantity signal and reaches or
exceeds a trigger quantity.
If you set a kanban with an actual quantity either smaller or equal to
this trigger quantity to "full", the event described above does not
occur and the required replenishment is not triggered.

Therefore, a receipt quantity smaller than
or equal to the trigger quantity in the Kanban procedure selected here
is not possible.
