There is not selection view defined for the free delimitation of the
employee selection, or it was not entered in the Implementation Guide
(IMG) for Shift Planning.

Check where you have entered a valid selection view in the Shift
Planning section of the IMG under the "Selection view for employee
selection" step.
If not, then check if this selection view actually exists using the
Repository Browser in the ABAP Workbench.
