¿Qué causa este problema?

The status of a position has been changed. Consequently, a vacancy
has arisen for this position.
This should not be created directly, but
administered using a workflow. The event needed to start the workflow
could not be generated. For this reason, the workflow has not been
started and no vacancy will be created.
