¿Qué causa este problema?

You want to deactivate a package that is already past the ANALYZE phase
(changeover package) or FILL phase (runtime forecast package).
You cannot activate this package again later. You cannot use this
package to continue the changeover/runtime forecast later as conversion
programs which have already been generated and runtime forecast
programs are deactivated.

If you want to use this package to carry out the changeover/runtime
forecast, cancel the transaction in the next step.
