¿Qué causa este problema?

You tried to send a business partner relationship; however, it could not
be created in the target system.
A business partner relationship is sent independently from the business
partners that build this relationship. Both business partners have to be
replicated successfully to the target system before the relationship can
be processed.
If at least one of the business partners is not available in the target
system, the relationship can't be created.
