¿Qué causa este problema?

When forming the stratification, the system found that the last stratum
became the complete-count stratum; that is, the system chose all of the
stock elements in this sampling stratum as random elements.
If subsequent random selections are required as the inventory sampling
progresses, the inventory sampling could be ended with the status
<ZH>Completion unsuccessful</>, as no further elements could be taken
from the last sampling stratum to improve the standard distribution.
