¿Qué causa este problema?

You have either made the last possible assignment, or you have tried to
enter an invalid assignment for an organizational unit.
There are two reasons why an assignment is not possible:
A row is marked as incorrect.
The system forbids all additional assignments.
There are no more assignment possibliities.
Either you have already made all possible assignments, or higher
priority work in Customizing has not yet been closed.
