You are trying to confirm the material withdrawal for a transfer order
item that does not support separate confirmation of withdrawal and
material transfer.

The separate confirmation of material withdrawal and material transfer
is only possible when this is allowed for the warehouse number in
Customizing and when the outgoing storage type requires a removal
confirmation and the receiving storage type requires a putaway
confirmation.
