¿Qué causa este problema?

When you cut part of a hierarchy, the characteristic value to be cut
is removed along with all dependent characteristic values. The system
checked the dependencies within the subhierarchy you wish to cut and
found that you tried to cut out the complete hierarchy. This is not
allowed.
