¿Qué causa este problema?

User &V1& in controlling area &V2&, version &V3&, is carrying out a
target-to-actual or other actual allocation. Therefore,
target-to-actual allocation is not possible at this time.

Respuesta del sistema

If target-to-actual is not started as a test run, it is not started at
all because updating is not possible.
Starting a test run prevents posting at the end of processing but
allows the target-to-actual calculation to be performed.

Try again later if an update is necessary. If the calculation is the
deciding factor, execute target-to-actual allocation as a test run.
