¿Qué causa este problema?

You can only generate the environment after using the function "Copy
data structures".
If you want to generate the environment later, use the function
"Maintain Operating Concern" in the IMG.
Look at the status of the operating concern. If everything is OK, you
can choose "Generate environment".
