¿Qué causa este problema?

You have selected realignment requests in order to move them. To move
these requests, position the cursor on a realignment request that is
not selected. The system will then insert the selected requests below
that request.
You can select either a request in the same realignment run or another
realignment run, as long as that run can still be changed.
