At least one of the following system statuses is set for the sender:
Created
Closed
Deletion flag
Deletion indicator
As a result, the sender cannot be settled.

You can use master data maintenance for the sender to change the system
status if one of the statuses is set to one of the following:
Created (CRTD)
Closed (CLSD)
Deletion flag (DLFL)
