¿Qué causa este problema?

In controlling area &V1& you want to send plan values from the
decentralized system to the centralized system. As the ALE method 3
"Centralized planning, decentralized actual data entry" is active in
this controlling area, no plan values are managed decentrally. This
means that it is not possible to send plan values.
