¿Qué causa este problema?

There are several possible reasons for this:
When you selected the report variant with a material, you forgot to
select a header/parts group
When you selected the report variant without a material, you forgot to
select a header.
When you selected the report variant without a material, you selected
the header, but excluded all the parts groups belonging to this header
(i.e. you did not select 'Choose').

The system could not find any actions that can be executed.

¿Cómo arreglar este error?

Select at least one header. In the case of the display variant without
a material, check the corresponding parts groups. Make sure that you
have not excluded all the parts groups (i.e. select 'Choose').
