IS-B is trying to calculate a cash flow for a cash flow disturbance.
In order to do this, it is necessary to know the effective capital
of the disturbed cash flow.
Either the effective capital or a previous costing run is not
available.
It is possible that you generated a cash flow for the object in
question without subsequently costing it.
