You are trying to process a functional location from the list for which
no superior functional location has been saved.
You must always work according to the top-down principle when you are
entering <GL:functional_location>functional locations</> as well as
<GL:reference_functional_location>reference functional locations</>.
This means that you must begin processing at the highest functional
location level before you can process the levels below.
