In coverage type &V1& , a higher-level benefit type has been speciified
for benefit type &V2&. The higher-level benefit type has one of the
following errors:
It is not a permitted benefit type for coverage type ' &V1&'.
It is assigned itself to benefit type &V2& directly or indirectly. This
leads to an endless loop.
