¿Qué causa este problema?

If you try to approve the payment and this message is displayed by the
system, this means that you are not authorized to approve the payment
either because you created it yourself, or you do not have the
appropriate authorization on the basis of the Customizing and role
settings.

You must wait until approval is given (SAP Business Workflow), or you
can get another person with the appropriate authorization to approve
