¿Qué causa este problema?

The handling unit has a header record that has a blank
<DS:DE.EXIDV>external identifier</>. Therefore, the system cannot
clearly identify this record, meaning that no assignments to existing
items can be made.

¿Cómo arreglar este error?

Make an entry for the identifier in the header. If you want the system
to assign numbers, use a '$' sign as the first character of this field.
All identifiers that begin with a '$' sign will be reassigned by the
system.
If the first character is not a '$' sign, you must use a number from
the external number-range interval that corresponds with the number
assignment for <DS:DE.VHIART>packaging material types</>.
