The system found that an expected predecessor infotype 1 record was
missing. This is often related to the fact that work agreement item data
is sent, where the validity ends before the full transmission start
date.

Check the inbound service message, which can be displayed in the web
service monitor (transaction SRTUTIL), if it contains a Work
AgreementItem node with a ValidityPeriod-EndDate smaller than the
FullTransmissionStartDate.

PERSONNEL_EVENT_TYPE_CODE are mapped to personnel events in customizing
table T77SFEC_MAP_CC.
