One possible cause may be that one involved person has been blocked by
someone else. The processes marked for follow up could not (all) be
completed.

Example: While completing a talent assessment (documents) in Talent
Management, the potential values for the talent are updated in a
follow-up. If the talent is blocked anywhere else at this time, the
potential values cannot be updated during the follow up.

an administrator via the administrator function "Start Follow-Up"
