error code &V1& &V2&.

¿Cómo arreglar este error?

Change the data of the budget structure element and/or of the object to
be financed for which the check of the financing rules is relevant.
The staff assignment may be possible if you enter an
<DS:DE.HRFPM_FIN_CHECK_EXEMPTION>exception reason</>.
If the implementation of the check needs to be changed, contact your
system administrator.
