¿Cómo arreglar este error?

Change the data of the budget structure element and/or of the object to
be financed for which the check of the financing rules is relevant.
It may be that the staff assignment is possible if you enter an
exception reason.
If the implementation of the check should be changed, contact your
system administrator.
