¿Qué causa este problema?

The expenditure type of commitment item &v1& cannot be changed since
the budgets structure elements generated from this have already been
assigned subordinate budgets structure elements.
The expenditure type can only ever be changed if no other budget
structure elements in HR Funds and Position Management have been
assigned to the generated budget structure elements.
