¿Qué causa este problema?

A cell of a key figure block does not address any of the rows in the
report output.
There can be two reasons for this: either the row is missing because no
relevant data has been selected, or the row coordinates are invalid.
Invalid row coordinates might be due to several factors, some of which
are listed below:
The row you want to address is suppressed by a level of detail (total
level). Check the row definition of the report.
The cell addresses a row that is suppressed by a suppress indicator
(suppress flag). Check the relevant row set.
The row coordinates are inconsistent.
Example: The row set MULTI has the following structure (in parentheses,
the symbolic names RBUSA and RACCT for the basic sets each containing
two values; the values have been given the symbolic names RBU1, RBU2
and RAC1, RAC2).
