¿Qué causa este problema?

You have defined your exception WBS elements on plant level. You also
have group to group transfers. But you are not running pegging for all
groups involved in group to group transfers together.
In case of group to group transfers, if you wish to run pegging
independently for the groups involved in such transfers, you cannot
define exceptions on plant level. (Customizing transaction 0PEG01)
Also, you must define <ZH>unique exception WBS elements for each group
or group + plant combination. </>

In order to fix this problem, do one of the following:
