¿Qué causa este problema?

The rollup header set determines the maximum amount of data to be
selected for the entire rollup. At sequence level, you can only limit
this maximum data quantity. You cannot expand the amount of data to be
selected. In this case, the sequence set is partially outside the
rollup header set. During processing, the system will ignore any data
that is outside of the rollup header set.
