conditions:
You have maintained a positive value for a component but the deviation
quantity is negative.
You have maintained a negative value for a component but the deviation
quantity is positive.

If you have maintained a positive value for a component, then the
deviation quantity should also be positive. Similarly, if you have
maintained a negative value for a component, then the BOM quantity
should also be negative.
