¿Qué causa este problema?

A reference unit must exist for the system to be able to convert units
of measure. The system uses the unit of the base or target input
quantity or if these quantities do not exist, the standard unit for
these quantities from the FRML_DEF_FRML_UNIT environment parameter as a
reference unit. This standard unit does not exist.
