Check which user is locking the requested transaction. Lock object: <EX>
E_FOTDECLS</>
In the SAP menu, choose <LS>Tools</> -> <LS>Administration</> -> <LS>
Monitor</> -> <LS>Lock Entries</> (transaction: SM12)
