You are using FM account assignment element &V1& in the layout. This is
not activated for Funds Management.

Procedimiento para Administradoras de Sistemas

If you do not use FM account assignment element &V1& in your
organization, remove the account assignment element from the layout in
Funds Management Customizing under <LS>Budget Control System (BCS) ->
BCS Budgeting -> Planning -> Define Planning Layout</>.
If you use FM account assignment element &1 in your organization,
activate this account assignment element in Funds Management Customizing
under <LS>Basic Settings -> Activate Account Assignment Element</>.
