When the system reads the constant Funds Management account assignment
(FMAA) assigned for the hierarchy ID &V1& in FM area &V2&, fiscal year
&V3& and budget category/structure &V4&, no constant elements are
selected.
Possible causes are:
No constant FMAA elements assigned for the hierarchy ID &V1&.
Constant elements already assigned, but the selection options you
specified on the selection screen for constant elements are too
restrictive.
