¿Qué causa este problema?

You are using a program that has a relationship to an external object.
This relationship is unique - other funded programs cannot have the same
relationship.
You were trying to create a program that has an relationship to an
object, but this object relation is already used by another funded
program.
This problem is most likely to happen if you were trying to:
Change the FM area of an existing funded program that uses external
references.
Change the identifier of an existing funded program that uses external
references.
Create a new funded program that uses external references but the
external reference to the object is already assigned to another funded
program.

¿Cómo arreglar este error?

Check whether any of the points listed under "Cause" above apply:
Make sure the funded program key fields (FM area and funded program
identifier) are not changed somehow (example: the FM area is different).
Check whether there is an existing funded program that uses the same
object reference (BOR-Key: OBJKEY, OBJTYPE, LOGSYS of tabel FMMEASURE )
. If this is the case, you need to use another object for the reference.
