For some or all job containers, there are no runs available to which
the user could add jobs.

Instead of this function, use report FKJO_CREATE_RUNS, which you can
start by choosing <LS>Extras</> -> <LS>Settings for background
processing</>. Read the job log to find out what caused the error.
