You are trying to start a mass data run for a migration activity which
is not currently allowed to be started.

Check the overall migration status in transaction
<DS:TRAN.FINS_MIG_STATUS>FINS_MIG_STATUS</>.
In general, only the current migration activity can be started.
Reconciliation and check activities may also be started when no other
activity is currently running, and when they have already been executed
before.
You can set a deviating next activity in case you need to repeat any
other activity. This will reset the entire migration run to the
deviating next activity, however, i.e. all following steps will be
repeated as well.
