¿Qué causa este problema?

WBS element &V4& is assigned to organizational change &V2& and to
organizational change &V1&, which hasn?t been completed. Both
organizational changes have the same effective date (&V3&).
It isn't possible to save two incomplete organizational changes that are
assigned to the same WBS element, and that have the same effective date.

¿Cómo arreglar este error?

If you want to save organizational change &V2&:
Complete organizational change &V1& first, or
Delete organizational change &V1& if it hasn't been activated or
processed yet, or
Change the effective date (&V3&) for organization change &V2&.
