¿Qué causa este problema?

For some archiving objects, a delay time was included allowing a
time interval to elapse between archive creation and transport to
minimize hard disk load.
This archive is in this wait state at this moment. The status is
changed automatically after the transport actually was carried out.
Until then, the archive file must not be read or transported.
