¿Qué causa este problema?

In the current decision table, the conditions you have entered in lines
&V1& and &V2& are overlapping.
However, for the system to work properly, it is mandatory to either have
a clear semantic separation between each condition or to organize the
conditions in such a way that they are focused on a scale of increasing
generality. Partially overlapping conditions are not allowed in order to
prevent the system from having to solve ambiguous situations.
