The planning function requires that all primary costs are able to be
allocated to end cost objects.
End cost objects are<(>,<)> for example<(>,<)> cost centers, from which
no further allocation is defined.
A group of cost objects containing cost object &V1& of type &V2&
(InfoObject &V3&) allocates their primary costs in a cycle, because the
group is not connected to any end cost object.
Therefore<(>,<)> the primary costs of this group are never allocated to
any end cost object.
