If you want to use the budget availability control, you should disable
<LS>Lock Commitment Updates</>. When this option is disabled,
commitments can be updated for this cost center. When you post
commitments, the available budget is checked<(>,<)> and the system
responds with a warning or an error message depending on the settings
that are defined in the <LS>Budget Availability Control Profile</>.
